Replacing the foam is the only way to do a seat cover installation properly. Old or original foam shrinks and/or breaks down. If you try to reuse it with new covers you will almost certainly end up with a 'baggy' appearance. You could pad it out with batting, but that can cause lumps, and you won't get nice, crisp contours.
