1967 and 1968 rotors use separate hubs. New rotors for 67-68 do not include hubs. You must reuse your hubs. Beginning in 1969 the hub and rotor were cast as a single piece, so for 69-71 the hub and rotor are together. Bearings, seals & wheel studs are sold separately.
