Drill a 3/16" hole in the center at both ends of the rivet deep enough to reach the shaft. Place the shaft in a 20 ton press and push the end of the arm off the shaft. Replace the bushings and install the 5/16" x 1 1/2" pin. Heat to red-hot and peen.
